Paper Mill Terrorism

I hate paper mills. I just don't understand why the security is so tight in a place that ships 4,000 - 6,000 lb paper rolls. Who's going to steal one? And is there something so diabolical in the manufacturing process that a terrorist could sabotage the plant and wipe out a city?
