Homeland Security vs Interstate Traffic

I'm beginning to wonder if all the construction projects around Washington D.C. were initated by Homeland Security to discourage terrorists from driving in a car bomb. Who could stand the traffic? They'd blow themselves up out of frustration while still 20 miles out.
